Criminal justice clients are a large percentage of clients who take part in alcohol and drug rehab programs in Washington, Texas and in the USA. Court systems around the country often find it more effective to rehab people who have found their way into the criminal justice system for crimes relating to drugs, rather than penalizing them in vain with jail time and other penalties.
