Criminal justice clients are a significant percentage of clients who are currently taking part in drug rehabilitation programs in Monticello and in the USA. Judicial systems in the U.S. often find it more helpful to rehab people who have found their way into the criminal justice system for crimes relating to drugs, rather than punishing them in vain with time in jail and other penalties. It has proven more helpful to address the problem of drug or alcohol addiction directly, than to enforce such penalties. The majority of who do not end up in drug and alcohol treatment will typically wind back up in the criminal justice hamster wheel, whilst criminal justice clients in drug and alcohol rehabilitation often don't make the same mistakes and have a better chance at staying abstinent and away from the court system completely.
