Judges in the country are finding it more helpful to treat men and women who have ended up in the court system for drug related crimes, rather than penalizing them to no avail with time in jail and other such rulings. It has proven more effective to tackle the trouble of addiction more straightforwardly, rather than enforce these sorts of penalties.
