Criminal justice clients are a considerable percentage of clients who take part in drug rehabilitation programs in Holland and in the USA. Court systems in the country are finding it more beneficial to treat people who have wound up in the criminal justice system for drug related crimes, rather than penalizing them in vain with time in jail and other penalties. It has proven more successful to handle the problem of addiction directly, than to enforce such penalties.
