Criminal justice clients are a large percentage of clientele who take part in drug rehabilitation facilities in Floyd and in the USA. Judicial systems in the U.S. often find it more effective to rehabilitate individuals who have found their way into the criminal justice system for drug related crimes, rather than penalizing them to no avail with time in jail and other penalties. It has proven more helpful to tackle the issue of drug or alcohol addiction directly, than to invoke such penalties.
