Criminal justice clients are a large percentage of clients who are currently taking part in alcohol and drug rehabilitation programs in Elim and across the nation. Court systems in the country are finding it more helpful to treat individuals who have wound up in the criminal justice system for drug related crimes, rather than penalizing them in vain with time in jail and other penalties. It is proven to be more effective to deal with the issue of drug addiction directly, rather than enforce these sorts of penalties. Most who do not end up in alcohol and drug rehab will often wind back up in the criminal justice system, whilst criminal justice clients in drug rehab often don't fall back into drug use and have a far better chance at staying sober and out of the court system entirely.
