Criminal justice clients are a significant percentage of clients who take part in drug rehabilitation centers in Egeland and in the USA. Judges in the country often find it more beneficial to treat people who have ended up in the court system for crimes relating to drugs, rather than punishing them to no avail with time in jail and other penalties. It has proven more helpful to address the trouble of addiction directly, than to enforce such penalties.
