Criminal justice clients are a large percentage of clients who are currently taking part in drug and alcohol rehabilitation centers in Bolivar and across the nation. Court systems in the country are finding it more effective to rehab men and women who have ended up in the criminal justice system for crimes relating to drugs, rather than punishing them to no avail with jail time and other such rulings. It has proven more effective to handle the problem of drug addiction directly, than to enforce these sorts of penalties. The majority of who do not end up in drug rehabilitation will often wind back up in the criminal justice hamster wheel, whilst criminal justice clients in drug and alcohol treatment generally don't fall back into drug use and have a far better chance at remaining abstinent and away from the court system completely.
